In a legal case, should I appear in court in person or via phone to have a better chance of defending my case? Additionally, when filing an answer to a complaint, should I admit or deny the paragraphs in short or detailed form? If I have additional points to argue, should I include them in the answer or save them for the hearing? If a settlement is reached, what type of document should be prepared, and how should it be structured? Finally, how should multiple defendants sign and notarize their answers, and what is the process for filing the answer?

We are suing a county agency in Los Angeles County regarding a penalty assessment in small claims court. Is it better to pay the penalty before going to Small Claim Court or let the financial penalty continue to add up and pay after the Judge's decision?

I have a mixed pit bull who jumped the chain link fence into my neighbor's yard. The neighbor filed a police report, and I was fined with a misdemeanor. The dog did not cause any damage or hurt anyone. The neighbor has since installed a partial privacy fence and sent me a letter requesting reimbursement, threatening a civil litigation suit. Am I liable for the total cost of the fence, and what should I do about the certified letter requesting reimbursement? Additionally, can the neighbor claim 'fear of safety' as damages, even though there was no incident and no history of misconduct with the dog?
