How can I become a conservator if the state has already been appointed because there was nobody, no friends or family that could be found, and I was never asked? I emailed the court-appointed council asking him what I should do, but he never responded. I didn’t know about the conservatorship until I saw it online and it was in progress.

Can I sue the operators of the Illinois lottery for alleged misrepresentation regarding the win rate, given that I have conducted 6 months of research showing an average win rate of around 28% on three accounts, each with a total spend of about $10,000, and no wins over $500, while the lottery claims a minimum 30% win rate?
