The clerk stamped 'RESTRICTED DELIVERY' and assured me it would only be released to the addressee. However, the letter was released to someone else, contrary to the instructions. What is our recourse?

I purchased a Rottweiler from a breeder in Battle Ground, WA, for $1400.00, and she made me sign a 5-page contract. The website and the contract guarantee that the dog is AKC and OFA registered. I have tried to contact her several times to get the papers, but she always has an excuse. Recently, I found out that my dog has hip dysplasia, and the breeder is not taking my calls. I hired a mediator to consult her, but she refused to take their calls. The contract states that the dog's parents are not even registered, so how can she guarantee that the dog is free of hip and joint problems? I want to file a civil suit against her but live in Thurston County and will have to go to Clark County to file. Do I have a case?
