I submitted a public records request to a county agency in Washington State and it came back all redacted. What can they legally redact? Can they redact test scores? What if they do not provide all information on the request?

I am in the process of doing a Pro Se Quiet Title. Do I send the exhibits to process servers to serve along with the Complaint, Lis Pendens, and Summons? After an Amended Complaint is done and process serving has not been done yet, do I send the Amended Complaint and the Original Complaint to the process server to serve or one or the other? Does a Notice of Action, Diligent Search and Inquiry, and Newspaper Publication have to be done if I have located and served the person or business? If not, would it have to be done only on the parties that I was unable to serve? Will an Appointment of Guardian or Administrator and Attorney Ad Litem be required when a company such as Sears & Robuck that went out of business and no records can be found, therefore cannot be served, or when one party is not a part owner of the property but has a State of Florida Judgment and can't be found to be served upon?

My father was a veteran who died 36 years ago. My mother was unaware until 2 years ago that she should have been receiving veteran's benefits. After a heart attack, a social worker informed her of her entitlement, and she has been receiving monthly checks since then. Should she get a lawyer and seek retroactive payment for the 34 years she should have been receiving these payments?
