I was a recent victim of fraud at a Citibank ATM in New York. I deposited a $1500 check for a man who asked for my help, but the check had been tampered with, was not made out to anyone, and was not endorsed. Despite these issues, the ATM allowed me to withdraw the funds immediately. I've filed formal complaints with Citibank, the OCC, and cfpb.gov, but the bank refused to reimburse me. What are my options, and is the bank at fault for not detecting these errors at the ATM?
