What is the purpose of post-conviction relief if it doesn't change the sentence, and how does it benefit someone who has already served their sentence and paid fines due to ineffective assistance of counsel?

Nearly 7 years ago, I started a freelancing project for a client who paid me $2500, but the project would actually cost $60000. I completed only 50% of the project and did not ship the files due to a dispute over extra charges. The client proposed partnership in a new startup and prepared a press release with my name without my consent. I paid back $1000 but refused to pay the remaining $1500 due to my investment of many months of work. Now, 7 years later, the client is still claiming to be the CEO of the startup. Do I owe him anything, can he file a lawsuit against me, and can he hold me responsible for his failed plans?
