I was charged with failing to re-register as a 290 offender after being released from jail. I believed I didn't have to re-register if I was released to the same address. What should I do?

I am an international student. Recently, I found the college administrators made some administrative errors (misleading information for course enrollment and schedule...). I am not sure whether administrative errors can be an exception for tuition refund as there is no more details on University website. but some universities acknowledged administrative errors are accepted as an exception for tuition refund after tuition refund schedule.

Hello, I’ve had a recent experience where medical records were sent overnight with signature for proof of delivery from MUSC health services to an independent neurologist. The neurologist office signed for the records in October, but lost them. The neurologist and office staff continued to ask me to send in the CD imaging well into mid-November because the office hadn’t had it. I called and confirmed with the Imaging facility, MUSC Imaging, that the CD was sent in October and signature was received. The neurologist was unaware that the medical records were actually sent to the office and the staff mishandled the records. Is there anything that can be done about this? Would this be considered negligence?
