Additionally, is it a scam if a man in Germany claiming to be an orthopedic doctor under contract with the US asks me to pay $8000 to the United Nations to bring him home to the US, and also asks for Steam cards?

In regards to a psychosexual evaluation ordered last year in May, which has been delayed along with anger management and domestic violence (DV) sessions, and the court order does not specify a deadline, can these evaluations continue indefinitely? If not, how can I push for them to be completed?
