If my child is 18 and a senior in high school, and continues to defy his parents without fearing consequences, can we legally drop him off at a local shelter? Can we also report him for truancy at school, as he constantly skips school, was sent to indoor suspension, and continues to skip school after that?

We purchased land in a Brunswick County, NC gated community in 2008. The contract included terms in section 'A' stating that amenities like a clubhouse, outdoor pool, and walking trails would be completed by December 2008. It's now 2014 and none of these amenities have been built. Do we have any recourse to get our money back for the land? Is there anything we can or should do?
