My mother recently passed away and was living in a nursing home in Serbia. My brother had petitioned for legal guardianship and the ability to make decisions for her care with my full agreement. Since she passed, we are trying to grant him the ability to make autonomous decisions on how to divide her assets without my physically being there. He lives in Serbia and I live here. What type of 'document' do I need to have notarized to do so?

We signed a contract for window installation on 10/31/2013 with approximate commencement and completion dates of 11/21/2013 and 11/30/2013. The measurements were taken on 11/7/2013. We received a call from the contractor on 12/13/2013 regarding loan papers, the first contact since signing the contract. The contract states it can be cancelled if the contractor fails to substantially commence work within 20 days from the approximate start date. Can we cancel this contract without penalty?
