What can I do about someone owing me almost eight hundred dollars due to an oral contract that they keep putting off and giving excuses for not paying?

I saw an image on NASA's APOD site on July 28, 2015. I contacted the photographer and asked if I could use the image on my non-commercial website. He initially agreed but later changed his mind, claiming my site's content did not align with his scientific views. I had already published the photograph. Am I in copyright violation if I do not remove his photograph from my website?

I co-signed for my sister's car under false pretenses. I am the secondary on the account, and she made personal promises and lied about her situation. She has lost her job, stopped paying for the car, and has not sold it as promised. I have proof of her inaction and her refusal to sign a document to repay me. I want to sue her for the amount I pay off on the loan, the taxes, and lawyer fees. Do I have the ability to do so, and how do I start a lawsuit against her, considering we live in different states?
