My wife and I had a verbal agreement with Sandy City in Utah that if we donated 40 feet of our front yard, the city would pay for the improvements. However, the city took four months to approve the building, and we were forced to sign a contract stating we would pay for the improvements due to urgent family safety concerns. Now, the tape recording of the planning commission meeting where the agreement was made is missing. Do I have any legal recourse without the tape, or is the missing tape in my favor?
