My bank texted me from their landline phone number, which made me very upset. I had a 401K check that they wouldn't accept, and I eventually had my father deposit it into his account with the bank. What should I do about the text they sent me?

The health center at my university disclosed false information about me to law enforcement, alleging I threatened to harm others, which I never said. I was never informed of my right to request that this information be corrected. Is this a violation of HIPAA or FERPA, and how should I proceed?
