Under what circumstances is a doctor allowed to prescribe medication without the patient's consent, and can I take legal action against my doctor for not listening to me and not taking me off the medications when I asked?

I was recently scammed $19.99 by an unknown person who used my debit card information to book a ride using Lyft. I have contacted my bank and Lyft, but Lyft refuses to provide me with the names and addresses associated with the ride, citing their user privacy policy. I am concerned about my safety as the fraudster may have access to my physical address. Is Lyft exposing itself to civil/criminal liability by denying me this information, especially given their privacy policy section 4b which states they can share personal information with 'other parties' such as myself, a victim of fraud?

Can I sue a mechanic who caused damage to my car and refuses to repair it? The mechanic repaired my water pump but caused noise, which he fixed for free, and now there are two separate leaks in the power steering pump and oil pan. The mechanic is claiming it's wear and tear and refusing to work with me.

I suspect a neighbor found my dog and is keeping her. I have multiple findings that make me think they are keeping her or gave her away to a family member. How can I approach them with all the findings and let them know they need to return my dog? I'm in Florida.
