Verizon has charged me an unexpected $340 for a phone call to Geneva due to a service change I initiated but wasn't informed about. I don't intend to pay it. Is there any way I can bring this to Small Claims if they continue to bill me and decide to pursue it?

I am having a website built, and the developer has not completed the work according to the contract and much of what is done is totally unacceptable. This is totally unacceptable. If your employees do not have the knowledge or capability to complete this project you need to let me know immediately so that I can find someone who can.
