We have had ongoing issues with our neighbor since 2011, including multiple trespassing incidents, threats, and a general sense of unsafety in our own home. The neighbor has been offered a plea deal involving only probation and mental evaluation. We are wondering if a civil lawsuit could help us achieve a sense of safety or if we are a lost cause.

A Deaf woman has been harassed and defamed by a Deaf man who had feelings for her but she did not reciprocate. He has broken off their friendship, sent derogatory messages, threatened her, and signed her up for events under her name with defamatory remarks. The police and local courthouse have said they can't help unless he physically harms her. What legal actions can she take to protect herself and her reputation?
