Is it normal to have bright red lochia and pass blood clots at 3 weeks postpartum after it had stopped for 2 weeks?

I had a c-section about 1 year ago and got the okay from the doctor that things have healed well. If I were to have an abortion now at 12 weeks, would the previous c-section not allow me to do so? Sometimes doctors look at an abortion after a c-section as 'high risk'. I am very concerned about this and hope to get as much info here as I can to help me really understand.

I have been experiencing itching, burning, and white discharge, and was diagnosed with a yeast infection. I was prescribed fluconazole orally and two creams, clotrimazole and betamethasone. Since starting treatment, I have developed a burning sensation and a rash with small red circles and white spots. Is this normal for a yeast infection, and what should I do about the rash?
