As a full-time employee, I was able to pay for medical insurance premiums with pre-tax dollars. Now that I am retiring and receiving a pension, I am able to continue my medical coverage but at a higher premium. I am told that I cannot pay with pre-tax dollars due to section 402a. Is it correct that I lose this benefit?

I am a small business owner filling out a W-9. I am behind on 941 payments and owe $2500. From what I understand on the IRS website, I don't feel I should answer that I am subject to backup withholding. I do not wish to falsely certify this W-9. How should I proceed?
