Can an individual making between 20 and 30 thousand dollars a year get any credit reducing his taxable income for the child support he pays?

My husband and I have used the same CPA firm for over five years, but recently received letters from the IRS stating we owe almost $41,000 for the tax year ending Dec 31, 2017. The CPA assured us the issue was resolved, but we've received multiple follow-up letters. Now, the CPA is asking us to sign a form 2848 to speak to the IRS on our behalf. Since this CPA has done our taxes for years, does he really need us to sign a form 2848? And is it within my rights to call the IRS directly?

My stepmother died in 1995, leaving a will stating her daughter could use/rent her townhouse, but upon its sale, the proceeds were to be distributed among her 2 children and 2 stepchildren. The daughter rented it out for 20 years and used it personally for 3 years without distributing any rental income. What tax forms will be distributed to the recipients of the proceeds from the sale, and will anyone receive a 1099S?

I need to file a 1099 for a caregiver who was paid more than $600 for my husband's needs. I'm unsure if I need to file a 1096 S for California and where to find the form and mailing address. Additionally, I'm confused about whether I need to have the caregiver fill out a W-9 and if I should issue a W-2 instead of a 1099.
