I'm filing my franchise taxes for Texas under no taxes due for the first time. My company was formed on 11/30/18. I'm unsure about the accounting year begin and end dates and the correct address for the Principal Office. Can you help?

I'm a freelance designer working on a project in Vienna, Austria. To avoid double taxation, I filled out Form 1088 and received a letter from the IRS confirming my U.S. residency for tax purposes. I submitted this to my employer, but they also require Form ZS-QU1, which I have filled out. I don't understand which tax authority is supposed to stamp this document.

I have an old 401k from a terminated employer with a balance of $11,737. I am considering withdrawing the money to pay off a $6,300 credit card debt and invest the remaining amount into a Roth IRA. I am 36 years old, file taxes as single, and expect to earn around $69,500 this year. I want to know if it's worth taking the 10% IRS penalty and the resulting taxable income, which would keep me under the $82,400 tax bracket, or if there's a better way to get a tax break or invest in another retirement program.
