If a vendor changed its name in the middle of the year, how should I split the total amount for issuing 1099s? Some invoices were issued under the new name, but checks were printed with the old name. Should I use the amount split by the name on the invoice or the check?

I am 83 years old and receive Social Security. I recently discovered that my property tax bill for $935.74 was not paid, and I need to know if I can still set up a payment plan for four payments of $233.95 each. I was recovering from a broken leg and ankle and was unable to manage my finances properly. Can I still arrange for this payment plan?

I have not received my EIP. Every time I try to check, I receive a reply that my information does not match what is on file. This is impossible since I receive my Social Security monthly and I filed my 2019 taxes and have already had the refund put into my bank account. Please advise how I can remedy this issue.
