I am getting divorced and want to know if I can withdraw money from my 401K through a QDRO (Qualified Domestic Relations Order) penalty-free. For example, if half of the 401K transfers to my spouse and we want to take out $50K to pay bills, is the $50K withdrawal penalty-free?

I am trying to complete Form 8962 for Premium Tax Credit and have a question about Part II Lines 12-23. If I only had marketplace insurance for 2 months in 2017, do I fill in '0' for the remaining lines in columns A & B? Also, do I complete the entire table's calculations using '0' values for the other 10 months, resulting in a credit for line 24? Additionally, how do I handle the calculations for columns E and F, and how should I complete Part IV allocations section, specifically lines 30 g, f, e, given that I had marketplace insurance in January and February and Medicare for the remainder of 2017, while being married filing jointly?

A client under guardianship of the Montezuma County Department of Social Services in Cortez, Colorado, who is mentally and physically disabled, resides in a retirement home with 24/7 supervision. The client is on Colorado Medicaid and collects private retirement, including health insurance and prescription medications from the University of California via PERA. The conservator believes PERA has the right to withhold Federal and State Withholding in California, which affects the client's ability to make full monthly payments at the assisted living facility. The State of Colorado says the client should be exempt from paying taxes in California and Colorado, and that Colorado Medicaid should not have to cover the shortage. What can the conservator or guardian do?

I married an alien and am a US citizen. My spouse was issued an ITIN in 2007 but never used it. Her Green Card is in process, so she doesn't have an SSN yet, and I can't delay filing our 2014 taxes any longer. Should I use her 2007 ITIN for filing, and if not, what are my options?
