I missed sending two 1099's after I submitted the forms to the IRS. I'm reading that I just need to send the two new 1099's along with a 1096. Should the 1096 I'm about to send include ALL 1099's including the previous one I sent, or just the totals for the two new ones?

Someone stole my identity in 2009 and has been filing taxes as me and receiving the returns every year since. I've talked with the police, made a report, contacted the IRS, filled out an affidavit, and contacted all three credit report agencies, putting a freeze on my social. Despite this, someone has still been successful. Can I sue the IRS for not doing anything about this? The only thing they did was make a note and send me 100 books to stop identity theft.

I have a Foreign Limited Liability Partnership (FLLP) whose partners are all foreigners. They plan to sell Canadian property and use the proceeds to buy residential rental real estate in the U.S. for around $1.2 million, contributing that to their WA State FLLP. Are there any thresholds, other than the TD 90 stuff, that would subject them to any special filings or reporting?
