I am a member of a non-profit organization where a clergyman grossly overstates his housing expenses and fails to report side income from lecturing fees, while the board of trustees ignores these issues and retaliates against those who speak up. Is overreporting housing expenses considered tax evasion, and is failure to report side income also considered tax evasion? What are the consequences if I report this to the IRS, and can I sue the clergyman or the organization for these actions?

If I have mailed in the SS8 Form to the IRS and am waiting for results, but I qualify to be a 1099 employer, can I switch all of my employees over to 1099? Do I have to wait for the results of the SS8 form? All of my employees function as independent contractors and it would save me a great deal of money to switch over to 1099.
