How can I load my tax refund onto a Visa card? I have a routing number and account number, and I received an acceptance number from the IRS for a tax rebate that was sent to a Visa card.

I have not received my refund. I mailed my tax return, but it should have been deposited in my bank account. I can't remember the exact date I mailed it, but it was sometime between February and March. I had water damage in my house during that time.
