I just received a CP2000 from the IRS for tax year 2018. How can I be assured this is a legitimate request, especially given my recent experience with scams?

I am a Canadian citizen who lived in Canada for 4 years and then moved to America for a job 2 years ago. I am now looking to sell my Canadian house, which was my primary residence. Do I have to pay capital gains tax on the sale of the house even though it was my primary residence but now I live in America (I don't own property in America, I am just renting)?

I have a client who, along with two siblings, sold a family home they were all on the deed for. Can they split the sale proceeds three ways on their tax return for the purpose of capital gain? If so, what is the limit for all three to claim? Additionally, how can I help determine the cost basis of the home if my client does not have receipts for major home improvements and is unsure of the original cost of the home?
