I had someone work for me in 2013 and paid them around $60,000. I have copies of checks written to this person, but I haven't sent them a 1099 yet. Is it too late? I live in Arizona. This person was hired to be a live-in helper and was not part of a business. What are the tax implications and penalties for both me and the person I paid?

I am a minister with 2 kids, an income of 22,000, and a housing allowance of 27,450. I am exempt from SE tax, but I do not know if I qualify for the Earned Income Credit because some publications say to include housing, and others say to omit it. Any suggestions?

Crops were damaged during the construction of new telephone service. Also, should we send a 1099 to a person who prepares lunch for special meetings for us? The payment includes amounts for food and for preparation and delivery. It is not a 'business' as we are the only ones she does this for.

How is the passive gain allocated among the passive loss carryovers after being applied to the passive loss carryover of the sold asset that gave rise to the current passive gain? Is it allocated based on the ratio of remaining passive losses of each property to the total of the passive loss carryovers, or based on respective FMVs?
