I have a 2023 capital gain estimated tax payment requirement and want to know if safe harbor rules can help me delay paying all capital gains tax until 2024 when filing my 2023 tax return. In Q1, I exercised incentive stock options in a private company that will cost me with AMT, and in Q2 2023, I may sell some private company stock at long-term capital gain.

I received healthcare.gov benefits for only 8 months of last year because I qualified for Medicare in September. After I cancelled my healthcare.gov benefits, I withdrew money from my IRA to pay off some debts. When I do my taxes, it is forcing me to pay back a significant portion of my benefits because of this income that I received after I was no longer receiving benefits. Is this accurate?
