I have completed checking the refund status on irs.gov and the IRS could not provide any information about my son’s refund. After searching through the menus and verifying that the electronic submission was completed, I have come to the conclusion that the IRS needs to issue a new check as it was never received. The only way that Just Answer can help me is by providing a way to actually talk to a live person in the IRS. The phone number given does not give access to a live person when following the menu. Unless you have an actual successful contact number or correct form to submit a request for a lost refund, Just Answer cannot help me.

For the past 2 or 3 years, I have received a 1099-misc form for income from board work in a micro-cap, employee-owned company, paid in illiquid penny-stock shares that cannot be sold due to the company's financial difficulties. Is there any mechanism to defer declaring this income, such as marking the year-end value of the stock to zero due to its illiquidity, even though it theoretically has value?
