I have not received my IRS PIN for the 2023 tax year. I am located in San Diego, California, 72 years old, with no dependents, and typically file using Form 1040. I usually receive my IP PIN in January. How can I retrieve my IP PIN, and is there any additional information the accountant should know?

I received a letter stating that my property may be transferred to the custody of the state of Michigan within 30 days, dated 11/9/2020 for an amount of $100.20. I am unsure if this is legitimate and what the money is for. The company is out of Atlanta, GA, and I have not been involved in any legal proceedings or disputes recently. Is this for real?
