I just received an IRS Department of Treasury tax bill for the year 2001, stating I owe $26.09, including $16 in actual tax and the rest in interest. I have not worked since 2001. If I pay this, can they look back at years 1998, 1999, etc.? Additionally, in 2007, they kept my $180.00 tax refund for a bill they said was due on December 31, 2006, with a balance of $4,500. I have not heard from them since until now. I am willing to pay the $26.09 but worry they might send another bill for the $4,500 from 1996. If I go back to work, can they keep any tax refund checks due to me for this 1996 bill?
