I received a letter from the IRS asking to verify my identity on a tax form. I haven't filed taxes since 2000, but they claim someone filed a tax form 1040sr with my name and social security number in 2021. The letter instructed me to notify them if I did not file this form, which I didn't. What should I do about this notice?

I live in California and my business received a PPP loan that was disbursed on 5/1/2021. Can I exclude the income from my state taxes and deduct the expenses paid with that PPP loan? The PPP loan has been forgiven.
