If depreciation amounts to 20k and the person makes 3k net, do they say it’s 23k income? Are the deductions of property tax, healthcare, and repairs added as deductions after adding in depreciation?

I inherited an IRA from my mother and want to move it to another financial advisor. Should I cash it out as a lump sum or take it over the 10-year period? Additionally, I want to know the tax implications for taking it out as a lump sum while living in California.
