I used to live in Rhode Island in 2014 and had an error on my state income tax. I am 73 years old, live on $16,580 Social Security, and babysit. The State of RI contacted me until June 2017, stating I owed $247, but there is an additional $963 in penalties and interest. I paid $247 a year ago, but RI refuses to let me make payments as I now live in another state. I have spoken to Legal Aid of RI, who referred me to Mass Legal Services. I have $6 in savings. What can I do to resolve this issue?

I received a letter from the IRS for my 2016 taxes. I sold some stock in 2015, and the proceeds were added to my regular income. I sent the IRS my response back with form 8949 but forgot how to fill it out to show that I do not owe any gains. What should I do?
