I was born in the US but never lived there and am planning to go back and work in the US. I have dual citizenship and work and pay taxes in another country. I'm not sure how to start getting back into the US tax system without getting penalties. I am currently 32 years old, have no dependents, and have never filed taxes before. Last year, due to COVID, I made around $9.4k in Thailand. I have a US passport and Social Security number. How should I proceed to avoid penalties and properly re-enter the US tax system?

I reside in Costa Rica and filed my 2019 return in April 2020, including Form 2555 for exemption of foreign earned income. My sole income is from a Costa Rican teachers' pension plan, which is taxed by the Costa Rican government. The IRS is now notifying me that I must pay over $5000 by August 12th, but I believe I made a mistake on one of the forms. What should I do to correct this and avoid paying the amount due?
