I'm trying to change my account information for my tax return payment arrangement. My friend filed my taxes every year, and I should have received my money by Wednesday, but I can't figure out how to fix my payment arrangement. I have been able to access my account online, but I need help with this issue.

I am 67 and my wife is 40. We have a 2-year-old child, and my wife collects a spousal benefit for that. The problem is that she contributes none of that toward our bills and I fear she is sending that money overseas to the Philippines. Do I have any control over that?
