How do I receive my third stimulus payment if I am on SSD (Social Security Disability) and did not file a tax return?

I paid my taxes due for my file return on 4/14/2022. The amount was for $1152.00, and my check number is 6276. Was this payment recorded? Additionally, two days before receiving a notice that I owe $354.01, I received a refund from the IRS for $768.98. I don't know why.

I have adopted two daughters in May 2021, and their caseworker signed them up for Social Security. I provided all necessary information to prove I'm their new mom and completed my income phone interview in July 2021. After waiting for 5 months, I was informed that the payee is still DCFS and the caseworker has not changed it. I have been trying to contact the caseworker since March, leaving voicemails without any response. What should I do?
