How is it that experts at JustAnswer do not need to report to the IRS, and why isn't JustAnswer required to report or cover taxes and social fees for these experts? Is it because JustAnswer is a Delaware company?

I have a 1099 MISC form from our builder. He built about 3/4 of the home and we did the rest ourselves. He took the draw from our construction loan and paid us money out of it. Now we have a 1099 form that appears as 'other income' but this money is actually money from OUR construction loan of which is now our mortgage. What do we do with this?
