I have a stipulation of entry from a credit union. What's filed with the courts shows a payment amount of $624, but they've been charging me $688. Can they go back and change it to $688 if they calculated wrong? Also, can a stipulated line of credit report to the credit companies as a line of credit or is it a judgment? This is from a mortgage line of credit.

I filled my taxes earlier this year and received a refund adjustment. I tried to pay the full remaining first-time home buyer balance, but they refunded the difference and now state that I owe $875 on the IRS website and should make an annual payment of $250. I sold my house in 2020 and am trying to pay off the entire buyer credit. I tried to call the IRS, but no one ever answers. What should I do?
