I am married with two children and another on the way. Last year, my W4 was filled out as married but withheld at a single rate, claiming one exemption for myself. I want to change it to married, filing jointly, and claim my two children since I am the higher earner between me and my wife. I am having trouble understanding step 2 on the new W4 form, which I apparently need to fill out because my spouse also works. Can you help me understand this step?

We submitted three years of tax returns in 2020: 2017 return mailed on 4/24/20, 2018 return mailed on 5/9/20, and 2019 return mailed on 7/15/20. We should have received three refunds, but have only received the one for 2019. I can't find any information on whether checks were sent for the 2017 and 2018 returns. I'm afraid if they were sent, they may have been stolen, but I haven't been able to get information from the IRS. How can I find out if the checks were mailed and if they were, what can be done to recover them?
