I received a letter saying I filed taxes, which I have not. I am 69 years old, located in Adair Oklahoma, and receive VA checks and Social Security. I haven't been filing taxes. What should I do to resolve this issue?

If I owe estimated taxes based on last year's income, but have no income this year, will I need to pay estimated taxes, or will it resolve itself since my income is zero? If I pay them, wouldn't I just get the money back since my income is zero?
