I have a marked piece of Van Briggle that I am unable to locate the history. I don't know the age and it is not marked with the usual Van Briggle, Colo Springs. It just has the mark on the plinth of the figure and some Roman numerals on the bottom. What can you tell me about it?

I have a beautiful painting of a soldier (Sgt. Cooper) signed by artist, Thos. A. Smith. I've had it for about 20 years, bought at an auction, and it has a small tear in the canvas. What is the history and worth of the painting?
