I think I have an oil painting by Henri Cassiers possibly from the 1890s. The frame is old, late 1800s, and stamped on metal plates that hold the corners of the canvas to the frame. I found a black and white image just like the color painting I have online, but mine is not signed. What is the painting's authenticity and value, and what is the value of the frame?

I have a folio volume II of 'The Modern System of Naval Architecture' by J. ***** *****. The plates are intact, but the cover is loose. There is a chop on the front page, indicating it was in a library in Japan. My father found it in Japan after WWII.
