We bought a silver medallion at an antique store and need help identifying the hallmarks. The medallion has Russian silver religious icon markings, but the silversmith's initials 'MF' and the assayer's initials in Cyrillic are not matching any known records. Is the medallion possibly fake or English in origin?

I have a 10 1/2" bowl with 'Wheelock, Vienna, Austria' on it, featuring a green-looking old wooden wheel, a lock-shaped symbol with an upside-down exclamation mark, and various floral designs. The bowl has a pink to rosy bottom, small pink and white flowers, a ring of gold flower design, and a white area with pink and white roses. The top edge is rosy pink and rippley, with gold leaves and swirls. How old is this piece and what is its value?
