I have a Sanyo C1822 mini split A/C unit where the indoor unit is freezing up across the top of the coil and is not blowing very cold air. The outdoor unit appears to be functioning properly, the line is getting cold, and all filters are clean. What could be causing this issue, and what can be done to fix it?

I have a Frigidaire side-by-side refrigerator where the freezer keeps freezing up, causing the refrigerator to not cool properly. I replaced the defrost timer but it didn't help, and I can't hear the heater turning on. Can I just replace the heater, or is there a controller or circuit board that also needs to be replaced?
