The water on our front loading Maytag washer will not shut off automatically. As soon as my wife turns the water hoses on, the water starts running and continues until she manually turns the water off. What could be the issue?

I bought a used Frigidaire model #FRS6KR5JSBO. The ice maker was never hooked up since new and will not make ice. The water works on the front door and I believe the water pressure is good. I have the metal arm in the freezer in the on position. What could be the issue and how can I fix it?
