My KitchenAid model KDTE254ESS won't fill with water when set to start a load of dishes. It went through the cycle, dropped the detergent tab, and continued through to the heat dry, but never filled with water to actually clean the dishes. What could be the issue and how can I fix it?

My GE Dishwasher GDF540HSF6SS fills with water and stops when 'normal' is selected. Pressing and holding 'start' drains the water, but 'normal' stays lit and never goes off. Opening and closing the door has no effect. Unplugging the machine does not clear the 'normal' light. What could be causing this issue and how can I fix it?
