I have a GE refrigerator (top) / freezer (bottom) with model number XXXXX. The freezer temperature has been gradually warming to the point where all food had to be thrown out, and now both the freezer and refrigerator are at 63 degrees. The compressor is hot, but the fan isn't running, and there is a clicking sound periodically. What should I check and how do I know if the compressor doesn't work? Should I have a tech come look at the control board?

I have a HOOVER Flair Cleaner with Powered Nozzle and need to replace the small belt. The belt is about 2 inches in diameter and has small teeth. The brochure does not have a parts list. How can I get the correct belt and what was the $18 payment for?
