My Samsung RS21DCNS refrigerator is not cooling or freezing, the display shows 21 and 20, and I hear a clicking noise from the compressor/condenser every 5 to 10 minutes. The evaporator fan is running, but it doesn't seem to work correctly. Can you help?

We have an Amana refrigerator that has had its compressor fail three times within a short period. The repairman mentioned that current compressors are not as durable due to EPA or Energy Standards. He also mentioned that only a few brands have better compressors. We are considering buying a new refrigerator and want recommendations on brands and lines within brands. Additionally, we need an estimate for a compressor repair and advice on whether to choose Amana, Maytag, or Whirlpool, given their ownership structure.

Lost power to the house. When power came back on, there was power to the built-in RBD275 (light in oven works), but the control panel is blank/dark with no indication of any kind, such as PF or an error code. Help?
