I have a Kenmore washing machine, Model 110.23012102, used for 5 years. While filling water, the agitator turns, which it didn't do before. Also, during the spinning cycle, it fills with a small amount of water, and the clothes are still wet after the complete washing cycle. What part(s) could be broken?

Our Whirlpool clothes washer, less than 5 years old, intermittently fails to fill with rinse water at the beginning of the rinse cycle, causing the tub to not fill. The washer goes through the wash cycle without issue, but the rinse cycle sometimes works and sometimes does not, regardless of the wash setting used. When I pull my clothes from the washer, they are soaking as if the washer didn't spin. The washer seems to be spinning at a constant but slow speed, and the belt and shaft are spinning at the same speed. What could be causing this issue with my GE model WLSR3000G0WW washer?
